Recruiters are receiving the candidate applications on their email.

SAP Successfactors Recruiting Posting

1. Candidate Applies to the Offer created by the recruiter. 
2. Recruiter does not see the candidate on RCM.

During the offer creation, the recruiter set the configuration "Received Applications by:" to Email.

Recruiters must update the offer and select Received Applications By: "URL" in able for the candidate to be redirected to the Job Requisition and continue with the application process.
