2833499 - When changing status of a change document get error - Release logical system <SID>~ABAP/<client>

• Using a phase cycle and trying to move change document to next status which creates a ToC or performs an import or some task from task list raises error:  Logical system <SID>~ABAP/<client> is locked
• Error details: You want to start a task for the logical system (system client) <SID>~ABAP/<client>, but this system has not been released.
  
  System Response
  The system does not start the task.
  
  Procedure
  Release logical system <SID>~ABAP/<client>.
