2836841 - QA08: No change documents in material for inspection type deactivation / deletion

• When an inspection type is deactivated / deleted for a material through T-code QA08, the change is not recorded in the material master.
• Using T-code QA08 to deactivate / delete an inspection type, no change log entries are generated for the material. It seems to be incorrect, as T-code MM02 inserts new change documents for the material properly.
