2837379 - SecurityException: Unable to encrypt message because PersistenceLayer-Encryption is disabled globally!

Symptom

Such a scenario is used where the Sensitive data option is checked for the Service interface, but the messages are failing with the below error:

MessagingException: Failed to log msg <MSGID(direction)>. Reason: com.sap.engine.interfaces.messaging.api.exception.SecurityException: Unable to encrypt message because PersistenceLayer-Encryption is disabled globally!
