2838207 - Web Services Navigator does not open after system update

After applying a patch in the AS Java, the Web Services Navigator does not open. In the browser page the following message appears:

503 Service Unavailable
Application cannot be started!
Details: com.sap.engine.services.deploy.exceptions.ServerDeploymentException: [ERROR CODE DPL.DS.5035] Application sap.com/tc~esi~esp~wsaddon~ear cannot be started. Reason: it has hard reference to resource sap.com

In defaultTrace*.trc file you can find an exception similar to:
