Symptom
A program's entities (or even an entire section) gets automatically defined as 'Complete' right after its assignment, without the need of completing the elements (items/links/texts) within it. Opening the program, the user sees these elements with a green checkmark.

Cause
Our Product Management team has confirmed that this is the system's expected behavior for non-required elements. That is, optional items / links / texts within a program are shown to the assigned users as 'Complete' by default.
Resolution
To avoid the entire section being shown as 'Complete' by default, it's possible to define at least one element within it as Required. More details on each setting can be seen at Adding Items to Learning Program Agenda.
Additionally, to have a different system behavior, it would be possible to have an enhancement request created for it (as per KBA 2090228), where the Learning Product Management team can further review and assess the requested functionality to be considered in a future release.
