Symptom
You have set access restrictions for other users and they have read/write restriction to project management work center . But user is still able to view and edit your project.

Reproducing the Issue

Go to Application and User Management work center
- Select view: Business Users
- Search for the user for whom you want to restrict access to projects. You can also set Role Based restrictions.
- Select Edit-> Access Rights
- Navigate to Access Restrictions
- Restrict read/write access for this user
- But the user/users assigned with that role are still able to view and edit your project
Cause
There are conflicts in the access rights i.e the project work center is restricted but another view related/dependent to project is unrestricted for the user, in such cases user will be able to view /edit the project.
You can check this access rights dependency in the Business user profile or for the Business Role under Edit Access Rights screen by clicking Actions->Check Access Rights Consistency
So, to restrict the users from accessing your project, you need to set the read and write access restriction for the dependent work center views .
Resolution
Individually, you can select each user profile and restrict access rights for all the views related to project for that user.
OR
If you have set up Role based access rights, you can open the Role assigned to the user, now select Access Restrictions-> select the work center view
Select Restriction Rule->You need to set the restriction for the project and all the dependent views here.
There are 2 options:
01 - Restrict to Employee->If you select "01 - Restrict to Employee", then each employee will be able to view and edit their own project and will be restricted from viewing other's projects.
99 - Define Specific Restrictions->If you want to set specific restrictions for each user, then select 99 - Define Specific Restrictions and add the restrictions accordingly.
So, whoever is assigned to this role, will be restricted accordingly.
