Symptom
When a goal is added in one language and change the system language to another, the goals are not converted to another language on the goal plan.

Resolution
This is expected behavior. The content of goals (description/name etc.) will never change based on the login locale. It will always be shown in the language that user have type in originally. If the user type in the goal in English, the content that user typed in will always show in English even if they switch language preference to Arabic afterward.
When the user add a goal from the goal library, the system will copy the goal from the library into users' individual goal plan (same as if the user type in the goal). The goals in goal library are simply a template that allow users to "copy" into their own goal plan, it's not a dynamic link back to the goal library. This is the reason the system allow user to change and modify content of the goal (without changing content of the goal library), but is also the reason when switching language setting from English to Arabic, the "copied" goal content does not automatically translate into Arabic.
