2841459 - DB6: Snapshot backup during HWM reduction may cause DB to hang

Symptom

Database may hang with "Set Write Resume failed" after starting a snapshot backup during HWM reduction (ex, ALTER TABLESPACE REDUCE)

conflicts. This database is skipped in the snapshot, but other databases
should still be processed. Skipping database 'ABC'.
