You are trying to create a PO with service material by BAPI_PO_CREATE1, and have filled POITEM-STARTDATE and POITEM-ENDDATE , but the values passed to BAPI are ignored, system always updates the current date(sy-datlo) as 'Start Date' and 'End Date'.
