In Classic Reporting the Behaviours listing only shows one record

1. Log in to the instance with granted access
2. Proxy to the affected user
3. Go to Reporting/Switch to Classic View
4. Click List views - > Behavior List -> Generate Report
5. Always 1 record show up

The root cause is there is no general rating-scale when "All Forms/Goal Plans" in Filter Options is chosen.

1. Login in with administrator privileges and select the "Admin Tools".
2. Search "Dashboard Rating Scales" in Tool Search and enter it.
3. Select a "Rating Scale for Dashboard" as customer like and Save it. The step of "Save" must not be forgotten.
4. Go back to the "Reports" and check whether the function of "value list" can work.
