2844351 - Migration Cockpit: "Inspection plan" migration, errors for field "Valid-From Date"

Symptom

It is required to migrate inspection plans with a "Valid-From Date" value other than the date of the load.

In "Task list header" tab if a date is provided  then the inspection plan is created with the current date (of loading). The date entered in the file is not considered during the migration.

If field "Valid-From Date" in "Characteristics" tab is populated as well as in "Task list header" sheet then error messages occur:

Inspection characteristic cannot be uniquely assigned to one operation
