2844370 - SAP Analytics Cloud - Cascading Filters are breaking when certain filters are changed.

When a user is using a report that contains Cascading Filters, if they are to disable the "Cascade" on one of the filters, all filters are impacted by this change.

• SAP Analytics Cloud 2019.15 

1. Log into the SAC Tenant.
2. Open up a Story
3. Go to Page in the Story that has the Page Filters
4. Be the user, select a value in filter 1, this should cascade to Filter 2.
5. This is working as expected.
6. Don't want Filter 1 to be influenced by filter 2.
7. Disable the "Cascade" on Filter 2
8. This has now disable the entirity of the cascase on both filters.
