2846322 - Option "Workspaces and Tags" missing although Administrators role is assigned

Symptom

Although Administrators role is assigned, option "Workspaces and Tags" is still missing in SAP Enable Now Manager menu Administration.

Note: As of SEN Release 2411 (Version 10.8.9) Workareas have been renamed into Workspaces - but it's functioning is the same.
