2846865 - Empty User List in Manage substitute in My Fiori Inbox

Symptom

When You try to search for a username for a substitute you can see an empty Icn and Empty Data being returned.

If you go ahead and try to set up the substitution, following error displayed:

Cannot create substitution rule due to an internal error. Please try again later. Contact your system administrator if the problem persists.
