2847078 - Errors on the sybsystemdb reported and now the server will not reboot - SAP ASE

Restored sybsytemdb several days before, but received the following errors in an 8 minute period days before and then stopped:

• Over 2700 error:
  Error: 692, Severity: 20, State: 1
  Uninitialized logical page '2560' was read while accessing database 'sybsystemdb' (31513), object '' (99), index '<Unknown>' (0), partition '<Unknown>' (99). Please contact SAP Technical Support.
• 18 error:
  Error: 1251, Severity: 26, State: 1
  An in-use preallocated semaphore cursor was encountered.
• 12 error:
  Error while undoing log row in database 'sybsystemdb'.  Rid pageid = 0; row num = 0.
• Another symptom was that no checkpoints were finishing and some databases hit 1105 errors
• Finally did a shutdown with nowait and the server would not come backup
• The reboot failed and now the server will not come backup with stack trace:
