2848146 - Variants can only be saved as User-specific

When saving a variant, the option User-specific is checked and cannot be changed. An option to save a global variant is being sought.

The following information are crucial and neccesary regarding this topic:

1. The application defines the scope of the saving with parameter I_SAVE…. Value ‘A’ or ‘X’ is necessary to enable saving of standard layouts (valid in all systems).
   In case of any application specific problem the owner application must be contacted instead of BC-SRV-ALV.
   
   
2. The authorization object S_ALV_LAYO and S_ALV_LAYR are checked. If the object has not been assigned to the user account the user can only save user-specific layouts (valid in all systems).
   
   
3. In S4C Systems (FIORI, WEBGUI) only user-specific layouts can be saved in Production. This is caused by the authorization design of S4Cloud systems.
   In Customizing/Extensibility system of S4Cloud a Key user with Business Catalog SAP_CORE_BC_EXT_ALV_PC (PFCG Role Template SAP_BCR_CORE_EXT_ALV_PC, App ID SALV_LAYOUT_EXPLORER_TRAN)
   can create/ maintain ALV standard layouts and transport these to the production system (where it is no longer changeable).
