Symptom
The user was deleted in Learning and was later reincarnated, but the user's learning plan is empty.
Environment

Reproducing the Issue
1. From the user record, click "Delete" in the "Actions" tile.
2. System Administration > Configuration > System Configuration > CONNECTORS > Make sure you have the reincarnate feature enabled before running the connector Job.

3. Once the user has been reincarnated, you would notice that the assigned items (a.k.a.: Learning Plan) is empty.
Resolution
As per the Learning Product Management team, this is working as designed. The reincarnate feature works as an ID reuse feature, thus the learning plan data for the deleted user is not part of the reincarnation.
A Learning admin may, however, run the User Learning Plan Audit Report (CSV) for the reincarnated user account and manually assign the items that were previously assigned to the user before it was deleted.
It is recommended to engage the SAP team that delivers professional services or an SAP Certified Partner to review and perform adjustments in the connector configuration.
