2853699 - "ERROR - Can not get cluster configuration infomation through agent" when starting cluster using sybcluster - SAP ASE CE

Symptom

Start sybcluster utility to connect cluster, then run

>start cluster

It failed with following error

ERROR - Can not get cluster configuration infomation through agent sybase-<hostname>:9999. The cluster <cluster_name> quorum device could not be loaded: <quorum_device_path>. Cause: The server <server_name> did not define a host and port. com.sybase.ua.plugin.AgentPluginException: The server <server_name> did not define a host and port. com.sybase.ua.plugin.AgentPluginException: The cluster <cluster_name> quorum device could not be loaded: <quorum_device_path>.
