2853981 - SUM fails during CHECKS phase with 'DB2 JDBC Driver was not installed correctly.'

Symptom

SUM upgrade fails with the following error.  Subsequent attempts to repeat phase result in the same error.

Oct 23, 2019 5:23:16 PM [Info ]:   Checked errors are: DB2 JDBC Driver was not installed correctly. Probably the script 'db6_update_client' was not executed before the upgrade. 
Execute the script from the client DVD as described in the upgrade documentation.
Oct 23, 2019 5:23:16 PM [Error ]: The following problem has occurred during step execution: com.sap.sdt.j2ee.services.servicesimpl.AnalyseChecksResultsException: DB2 JDBC Driver was not installed correctly. Probably the script 'db6_update_client' was not executed before the upgrade. Execute the script from the client DVD as described in the upgrade documentation.
