Are users on worksheet sorted by capital letters?

Here we see two users with the same last name.

When I change the last name of Eillen Akane to be Eileen AKANE I see that this user is now sorted above the user with Akane.

This proves that users will in fact get sorted by capital letters if both the users have the same last name.
