2855740 - Generating Hybrid build in Web IDE creates Android APK with Target SDK Version API value 26

Symptom

Google Play will no longer accept APK files generated lower than API 28 starting on 1 November, 2019.  Web IDE creates Android APK in Hybrid Build with Target SDK level API value 26 despite choosing Android 9 as target.
