Resolution
A new rule scenario, Generate Alerts for Employee Central Data(HRIS Elements), has been added to the Configure Business Rules admin tool. The base object list of this scenario has been preconfigured to list seven HRIS elements and its related model objects. Wrong configuration is prevented by enforcing IF conditions and by setting the correct SET action. Object List option and respective HRIS elements are mentioned below. See Here

Step by Step Method to create Alert Rule and features.
Step 1. Navigate to Configure Business Rules > Employee Central Core > Generate Alerts
Select the base object and fill other required details and click on Continue.
Step 2. Rule Creation.
Major highlights
1. Parameters section is locked and it cannot be changed, earlier in basic scenario we need to pass the Alert object manually, which is now predelivered in this rule scenario.
2. Always True option is removed and there should be a valid If condition.
3. In the Set condition, only Alert object is available
Step 3. Rule assignment.
1.Once the rule is saved, on top left a Grey icon displayed indicating rule is not assigned.
2. Click on the Grey icon which opens the rule assignment window, click on "Assign Rule" button.
3. Now system indicates where this rule needs to be assigned, it indicating that this rule needs to be assigned in HRIS element jobInfo under Manage Business Configuration. Towards the right end of the window there is a button which opens the assignment page (Manage Business Configuration).
5. Once the rule is assigned, rule assignment button turns green indicating the same. Rule assignment window now highlights where this rule is assigned and what event type is used. In this case it mentioned as assigned in jobInfo with event type saveAlert.
6. Once the rule is assigned, it cannot be permanently deleted. If we try to delete this rule it will throw error message "This rule is assigned and cannot be deleted. If you want to delete it, please unassign it first."
Note: Relabelling the HRIS element will not be reflected in the object dropdown list, dropdown list names are preconfigured and cannot be changed.
