2856808 - Error "No recipients found. Enter a search term" when forwarding from My Inbox

Symptom

You get "No recipients found. Enter a search term." system message while clicking on forward button of My Inbox Purchase order release even if in workflow WS20000075 have more then one agent assigned - in the document you can get list of users to whom customer can forward the PR.

In backend transaction SBWP the forwarding works but in My Inbox not.
