When you are adding resource to cluster in Oracle Fail Safe environment, you get error ORA-01078.
The log shows:
Creating database instance <SID> for Oracle Net service name <SID>.WORLD
Instance created.ORA-01078: failure in processing system parameters
Failed to start the database <SID>.WORLD
Failed to create the database resource <SID>.WORLD
Instance deleted.The Oracle Database resource provider failed to configure the cluster resource <SID>.WORLD
