2858042 - Create option grayed out for T-code /n/SAPAPO/MAT1 for S/4HANA

In T-code /n/SAPAPO/MAT1, CREATE option is grayed out. Even after SAP_ALL and SAP_NEW authorizations were provided, the tab is still grayed out.
