2859481 - XSA user creation fails - [10]: authentication failed - Check if user administrator has SAML mapping defined

When trying to create users or assign role collections in the XSA Cockpit application while logged in as XSA_ADMIN, the operation fails with the error in subject.

The following errors are recorded in the UAA log:
