2859652 - Workflow e-mail chain

Can we have one workflow e-mail chain looping all the recipients? Currently 2 different emails are sent for the 2 users mentioned in the CC role. The requirement is to trigger only one e-mail where the employee is in 'To' and manager is in 'CC' recipient of the e-mail.

System would trigger an e-mail individually to user. Note that both the users will not be Cc'd in the same mail chain. This is working as system designed.
