2859659 - Error 'Invalid BW namespace definition' occurs in the Check phase during upgrading

Symptom

During the upgrading, the following error occurs in Phase Checks and can be seen in CHECKS.LOG:

Background Job RSAU_CHECK_DUPRECS_RSUPDINFO Failed
Errors occurred during CHECK DUPLICATE F-RULES.
