When performing an Instance Synchronization to sync Performance Templates, you should first sync Goal Management Templates:

1. Admin Center > Search for Sync and select Instance Synchronization Wizard;
2. Select Configuration Copy > Next;
3. Click go through the Instance Synchronization Wizard tool from the beginning option;
4. Select target data center, target instance environment and target instance ID > Start;
5. In the next page, select the Goal Management Template > Start;

6. Following the next steps to test a sync first and after performing a true sync;

After syncing Goal Management Templates, you will be able to sync Performance Template.
