Symptom
- Lumira Designer document which references a .css file fails to open via the BI Launchpad with the error "The object with CUID does not exist in the target collection"
- The error only occurs for non-administrative users
- Lumira Server logs show the following:

Caused by: com.crystaldecisions.sdk.exception.SDKException$ObjectNotFound: Operation cannot continue. The object with CUID does not exist in the target collection (FWM 02037)
