2860615 - Do not use SE16 transaction as a business transaction

SE16 transaction gets executed.

In most of the cases this works but sometimes the transaction fails with different errors, like ORA-01652 although PSAPTEMP has the correct size. The number and art of the exceptions and the variety of errors is huge.
