2863781 - Error Message: You cannot start or release a project without an active baseline

Project is in "In Planning" status and has to be started. However when user tries to release the project, system is triggering error message.

SAP Business ByDesign

1. Go to Project Management work center.
2. Go to Projects view.
3. Search for ABC (ABC is the Project's ID). 
4. Click in Edit button. 
5. Navigate to Project Plan tab, Gannt Chart subtab and Basic Data sub subtab. 
6. Set the Project status as Start and Release.
7. Save it.

It is triggered the error messages:

• The action ACTIVATE is not possible. Refresh the screen and try again. If the problem persists, report an incident.
• You cannot start or release a project without an active baseline

This scenario happens because the project's Baseline is in "In Planning" status. The system only allows the project to be release once the Baseline is active.

The Baseline should be created for project ABC, and then, approved. Please follow the steps below:

1. Go to Project Management work center.
2. Go to Baselines view.
3. Search for project ABC (ABC is the Project's ID).
4. Click in Approval button and select Submit OR click in Activate button.
