2867786 - Dutch IBAN change as of 1st January 2020

Symptom

Starting with year 2020 the account number inside of a Dutch IBAN does not need to match the modulo 11 check for account number. As the IBAN does have its own modulo 97 validation check, the account number check has become obsolete. Beside of this, all the 10 digit combinations are now free to use, which would be restricted with the legacy account number check.
