Symptom
Cannot find Employee name in Goal Plan user search when the instance is on other language rather then English, it only appears in the global search

Reproducing the Issue
- Go to the user Goal Plan;
- Open the desired Goal plan template
- Search the Employee name using the specific language characters in global search. The employee who has containing the specific word shows up.
- Search the Employee name in English language in the Goal Plan search. The employee who has containing the specific word shows up.
- Search the Employee name using the specific language characters in Goal Plan search. The employee who has containing the the specific word does not shows up.
Cause
This is the system expected behavior because the Goal Plan User Search is different from the Global search tool, as their code logic and their focus of purpose are different.
Resolution
For the Goals search, it treats the user's input keywords divided by space key when the user's input keywords include the word in the specific language (Thai or Chinese characters, for example).
To properly find the users in the Goal Plan User Search, the user can use combining keywords with English words and (for example) Thai words.
e.g: Test ผู้ใช้งาน (ผู้ใช้งาน = user)
