2868620 - Administration activity report does not work with time criteria in BPC 11.0

Symptom

In BPC audit report Administration Activity when user clicks on display report button nothing happens.
No data report shown up. Data show up when we clear the date filtering.
issue is documented in SAP Note 2794233 - Administration activity report may not work with time criteria, the resolution is to upgrade to BPC 11 SP10.
Customer implements SAP Note 2839389 - Upgrade BPC Web Client to BW/4HANA 1.0 SP10 but the issue persists.
