You want all the communication to be sent to S-User regarding system downtime, upgrade etc.

SAP Cloud for Customer, SAP Business ByDesign
Resolution
If you want S-User to receive emails for all the communication done from SAP may it be system downtime, upgrade etc then maintain the same user as IT contacts under Service Control Center Workcenter.
