2869411 - EC to ECP replication error: Employee NNN is inactive in Employee Central and was not replicated.

Symptom

When running the replication process from Employee Central (EC) to Employee Central Payroll (ECP), the following error is displayed in the logs (transaction SLG1):

"Employee NNN is inactive in Employee Central and was not replicated."
Message No. HRSFEC_SERVICES236

This may happen in two scenarios:
1. Rehire an employee that was inactive prior FTSD and not replicated.
2. Replicating an employee that was terminated before FTSD.
