1. Navigate to Company Info
2. Click on Position Org Chart
3. Click on any position
4. Click on Side Panel or Show Menu Icon
   
5. Click on Create Job Requisition

The pop-up when creating Job Requisition cannot be controlled by Business Rules, primarily because this is hard-coded and doesn't have base object.
