1. Admin Center>Company Info>Position Org Chart
2. Search for any Position
3. Click on Position>Actions>Create Job Requistion
4. See "Date of New Job Requisition" field:
   
   
   

The "Date of New Job Requisition" will default to the date that is selected in the "As Of" field:

This pop-up when creating Job Requisition via Position cannot be controlled by Business Rules, primarily because this is hard-coded and doesn't have base object.
