2871105 - Job /IWXBE/CLEAN_UP_LOGS fails with "You are not authorized to use transaction"

Symptom

After the system upgrade to S/4HANA 1909 job /IWXBE/CLEAN_UP_LOGS fails with the following message:

Job /IWXBE/CLEAN_UP_LOGS 03303700 started
Step 001 started (program /IWXBE/R_SM_CLEANUP, variant SAP&CLEANLOGS, user ID DDIC)
You are not authorized to use transaction /IWXBE/R_EVENT_STATISTICS
Job canceled after system exception ERROR_MESSAGE
