2871201 - Failed to open connection to ASE server as sapsa user - SAP ASE for Business Suite

Symptom

saphostctrl command fails and cannot connect to the SAP ASE database.

Error: Command execution failed. : Failed to open connection to ASE server as sapsa user. (fault code: 127)

This error is received while upgrading via TASK=UPDATE_ASE as well as while adding users to the Local Secure Store.

Subsequent verification via sybctrl also fails for the sapsa user :

sybctrl verify_secure_store

WARNING: connecting user sapsa to server sapfgd, port 4901 via odbc failed - might be ok for non-primary server
OK: connected user sapsso to server sapfgd, port 4901 via odbc.
OK: connected user SAPSR3 to server sapfgd, port 4901 via odbc.
