2875027 - Machine Learning not scoring results: "Model Activation Failed"

You have activated Machine Learning (for example for Leads) and receive the error "Model activation failed" in the Readiness Check Report despite there are being more than 500,000 Leads created over the past 12 month.

The Leads don't have sufficient volume in status Declined or Converted to Opportunity.

The Machine Learning based Lead Scoring feature predicts whether a Lead will be converted to an Opportunity or not. This is the functional scope of this feature. That means during the ML model training it takes Leads that are either in status Declined or Converted to Opportunity to calculate the trend.
