No, it is not possible to disable the Rich Text Editor comment fields in 360 Multi-rater - SAP Fiori version.

In the older version of 360 it is possible to have plain text comment fields in the 360 Multi-rater reviews.

However, in the 360 Multi-rater SAP Fiori version, the legacy Form Template Setting "Enable Rich Text Editing of Comment Fields" has been removed.
