The failure can be due to the following:

Pay Group is not maintained in Compensation Information for the user
- Pay Calendar is not maintained for the user's Pay Group
- Pay Period is not maintained in the Pay Calendar for the date when the job is run for the eligible user
- Pay Check Issue Date is not maintained for the Pay Period
