Symptom

Previous step option is enabled in both Form Template Settings and Manage Templates, as well as button permission enabled but Send to Previous Step button is still missing in the Performance form.

Environment

Cause
- Previous steps are skipped due to invalid users in the route map.
- Previous steps are skipped by routing the form via the Route Form tool and selecting option "Skip step to continue the process".
Resolution
Skipped steps do not appear in the form route map anymore. Since the current step is now technically the first step in the route map, the Send to Previous Step button will not be available.
When routing the form via Route Form tool, select the option "Move form on behalf of [step owner]" instead if you do not wish the step to be skipped. The step will still be displayed in the form.
For the forms that you need to route back in the previous step, use the Route Form tool. If your user is active you will see the route map correct itself.
Kindly note: when a form is associated with an invalid user who has been terminated with a new owner subsequently assigned, it is recommended to route the form back and forth once. This helps ensure that the permissions are refreshed and reflected correctly and the new owner is able to see the button
