This article explains the behavior of "Upload from Device button" when applying to a job via a mobile device.

Resolution
When clicking on the "Upload from Device" button while applying to a job via a mobile device, the screen that will be displayed to select the desired files is based on the Operational System (OS) of the mobile device that is being used. Due to this, it is not possible to change the view or layout of this screen since this is not controlled by SAP.
