2877570 - Error BS051 while creating a Delivery from Sales Order

Symptom

When trying to create a Delivery with reference to a Sales Order in VA02 or in VL01N, error BS051 is issued:
"Create delivery not allowed (Sys. status Cost, object VB0000***)".
