2877600 - Performance issue with CL_UJCTRL_RUN_SERVICE when multiple users try to post data to the same region - BPC standard

Symptom

Multiple users (1500 users) are doing BPC tasks at the same time (refresh reports, run various data packages, run controls). The performance of running data packages for each user is quite slow.

In the ST12 trace, most of the time is spent on "Wait Sleep CL_UJCTRL_RUN_SERVICE=========CP".

If you check the details of the Wait Sleep, you will find it's in method _ACQUIRE_WS_MEMBER_LOCK.
