2877814 - SUM fails on restarting System for Java-Only in phase RESTART-SYSTEM-JAVAONLY

During upgrade Solution Manager 7.2 AS JAVA system from lower SPS to SPS09 or higher, below error happened on RESTART-SYSTEM-JAVAONLY phase:

An error occurred during the execution of Restart System for Java-Only of action execute.
Service com.sap.sdt.j2ee.services.servicesimpl.EngineControllerService failed with the following message:

Could not check status of SAP instance with number <NR>.

RESTART-SYSTEM-JAVAONLY_xx.LOG:

[Error ]: Return code condition success evaluated to false for process sapcontrol for action wait for started.

[Error ]: The following problem has occurred during step execution: com.sap.sdt.util.diag.DiagException: Could not check status of SAP instance with number <NR>.
Could not check if the instance number <NR> on host <hostname> is started.
Sapcontrol client could not perform action wait for started on instance <NR>
Return code condition success evaluated to false for process sapcontrol for action wait for started.
