Unable to remove visibility of goto-url or Launch Activity button in CDP/Development Goals?

Reproducing the Issue

Cause
The issue happens when LMS learning added to development goal before template changed. The 'goto LMS' link data stored in database, thus it will load always even template has changed.
Resolution
Please create an case to support and reference the following internal tickets CDP-12318 and CDP-11920. Engineering will run a script to fix the issue.
